The International Annual Literary prize, named after I. A. Goncharov - Ulyanovsk, The Russian Federation - REGULATIONS 2020

1. General provisions

1.1 This Regulation decides the procedure of awarding and payment of The International Annual Literary Prize, named after I. A. Goncharov (hereinafter – the Prizes).

1.2 The Prizes will be awarded to both Russian and foreign citizens for their contribution to the development of the national culture, taking the form of making significant literary compositions and other creative works.

The competition for the aforementioned prizes stipulates for the participation of the individuals, known as makers of literary and other creative works, published in Russian.

The Prizes will be awarded in the four nominated categories:

a) “Artist in literary words”;

b) “Followers of I. A. Goncharov”;

c) “Legacy of I. A. Goncharov: studies and educational activities”;

d) “Writers of UNESCO Creative Cities”.

In the “Artist in literary words” nominated category, the 400 000 rubles prize will be awarded to a writer for the contribution to the development of traditions of realistic literature.

In the nominated category of “I. A.Goncharov’ followers”, the 200 rubles prize will be awarded to an aspiring writer under 40 years old for achievements in modern literature, based on the Russian realism traditions.

In the nominated category of “Legacy of I. A. Goncharov: studies and educational activities”, the 400 000 rubles prize will be awarded to academic specialists, engaged in scientific activities in the field of literary studies, specifically in the study of I. A. Goncharov’s legacy and classics of Russian literature of the mid-to-late-XIX century; as well as to cultural and art professionals, studying and promoting I. A. Goncharov’s legacy (authors of scientific studies, translations, motion pictures, theater productions, television and radio programs, as well as to promoters of museum expositions and exhibitions).

In the nominated category of “Writers of UNESCO Creative Cities”, the 300 000 rubles prize will be awarded to an author of literary works, a resident of one of the cities, designated by UNESCO as creative, and who, in his creative work, is committed to traditions of realistic literature.

1.3 The Prizes winners awarding ceremony will take place every year during the celebration of I. A. Goncharov’s birthday in June.

1.4 The prizes will be awarded by the Ulyanovsk Region Government.

1.5 The Prize will include the laureate diploma and the money reward.

1.6 The prize will be awarded to a single recipient, several recipients or a team thereof. The remuneration amount will be shared equally among the winners, while the diploma will be conferred to each winner individually.

The prize shall not be awarded to recipients more than once.

In the event of the death of an individual after his prize nomination, the prize shall be awarded posthumously. The diploma of a winner, awarded posthumously or subsequently to his death, will be handed over to/remain with his family as a commemoration while a money reward will be transferred in the manner, prescribed by the Russian legislation.

2. Procedure of prize competition nomination

2.1 Prize competition nomination will be conducted annually by way of filing of prize competition applications to the Commission For Awarding Of The International Annual Literary Prize, Named After I. A. Goncharov (hereinafter, referred to as the Commission). With this purpose, the competitors will submit literary compositions and/or alternative creative works, published in the five last years.

2.2 A prize recipient will be any author subject to his literary compositions or alternative creative works, meeting the criteria, specified in par. 3.7 of Section 3 of this Regulation.

2.3 The prize recipients will be nominated only in their lifetime.

3. Holding of competition

3.1 The announcement of competition holding will be published in official mass media and posted in the official site of Ministry of Culture and Cultural Policy of Ulyanovsk Region in the “Internet” data telecommunication network every year before November 25.

3.2 To enter the competition, a candidate will fill out the application form.

3.3 The prize competition applications will be submitted every year beginning from the 1st of December till the 1st of February to the following address: 432017, Ulyanovsk, Spasskaya Str., House 10, Ministry of Culture and Cultural Policy of Ulyanovsk Region, and marked “Prize, named after I. A. Goncharov”.

The application date will be determined by a letter-stamp or according to the date of the submission of the documents to the Commission.

3.4 The following contest entries shall be attached to the application:

  • literary compositions or alternative creative works, made by a competitor;
  • reviews, other reports, and materials, published in mass media, expert feedback and comments, indicative of wide public recognition of an applicant’s creative work, any other documents, and materials in support of compliance of an applicant’s literary compositions or other creative works to the criteria, provided in par.3.7 of this Section. The application can be filled out in electronic form with the use of the “Internet” data communication network by way of sending it to the following email address: goncharov-i-a@mail.ru

3.5 Accounting of the competition applications and materials attached thereto will be the responsibility of the Commission’s secretary.

3.6 The Commission will qualify a maximum of three (3) recipients in each nomination. The final list of applicants will be formed no later than March 15 of each year.

3.7 The Commission will evaluate applicants and their literary compositions or other creative works by the following criteria:

a) for awarding the prize “Artist in literary words”:

  • work, created in the literary style of the realistic trend in art – in the range of 0 to 5 points;
  • representation of the unity of artistic license in traditions of I. A. Goncharov – in the range of 0 to 5 points;
  • participation in all-Russia and international conferences and exhibitions – in the range of 0 to 5 points;
  • amount of favorable reviews and responses of literary critics, released in specialized publications – in the range of 0 to 5 points.

b) for awarding the prize “Followers of I. A.Goncharov”:

  • work, created in the literary style of the realistic trend in art – in the range of 0 to 5 points;
  • continuation of I. A. Goncharov’s writing traditions – in the range of 0 to 5 points;
  • originality of art of literary words – in the range of 0 to 5 points;
  • amount of publications – in the range of 0 to 5 points;
  • amount of favorable reviews and responses of literary critics, released in specialized publications – in the range of 0 to 5 points.

c) for awarding the prize “Legacy of I. A. Goncharov: studies and educational activities”:

  • mainstreaming of Russian realist writers – in the range of 0 to 5 points;
  • implementation of educational projects, focused on the promotion of I. A. Goncharov’s creative writing and traditions of Russian classic literature – in the range of 0 to 5 points;
  • popularization of the creative legacy of I. A. Goncharov with citizens of Russia and Western countries – in the range of 0 to 5 points;
  • participation in all-Russia and international conferences – in the range of 0 to 5 points;
  • the number of publications on creative writing of I. A.
  • Goncharov, issued in dedicated journals, including monographs – in the range of 0 to 5 points.

d) for awarding the prize “Writers of UNESCO Creative Cities”:

  • reflection of artistic merits of literary works and promotion of universal human moral values in them – in the range of 0 to 5 points;
  • reflection of traditions of artistic realism in literary works – in the range of 0 to 5 points;
  • the number of favorable reviews and responses of literary critics, issued in specialized publications – in the range of 0 to 5 points.

3.8 Deciding the prize winners will be carried by members of the Commission by way of voting in person and voting by correspondence, while the decision will be finally confirmed at the meeting, held no later than 3 months before the prize-giving ceremony.

3.9 With the approval of the competition promoters, state institutions and organizations, public associations, mass media, artistic groups, and unions may institute prizes for competitors.

4. Procedure for determining of the competition winners

4.1 At its meeting, the Commission will resolve on determining the competition winners from among the nominees, getting the highest summed points. If the nominees get the highest summed points, the decision to determine the competition winners will be made by a simple majority of votes of the Commission members, attending its meeting. In a tie vote of the Commission members, Chairman shall have a casting vote. The decisions, taken by the Commission, will be reflected in the minutes of the Commission session. The Commission session will be considered legally qualified, provided that the number of its participants accounts for two-thirds of the Commission members’ established number.

4.2 The Commission members shall not go in for the competition.

4.3 The applicants shall be notified in writing about the competition’s results no later than a week before the distribution of prizes to the winners.

4.4 Information about the competition winners will be published on the official site of The Ministry of Culture and Cultural Policy in the data communication network “Internet”.

4.5 The prize winners will be awarded diplomas by the Commission chairman in the presence of representatives of the Ulyanovsk Region Government and civil society organizations.

5. The procedure of money reward payment

Money reward shall be paid within 30 calendar days from the diploma awarding date by transfer of funds from the current account of the regional state budget cultural establishment

“Ulyanovsk Local History Museum, Named after I. A.

Goncharov” to the personal (current) accounts of the prize winners, set up in bank or other banking institutions, upon a decision of the Commission and a prize recipient’s application in person.
