Te Tahua Whakakaha | Cultural Sector Capability Fund overview

The Capability Fund supports the cultural sector to adapt to the COVID-19 environment by funding activities that build skills and knowledge, and provide access to advice, services, tools and resources.

The first round provides funding for cultural sector leadership organisations to deliver projects that build the capability of arts and heritage practitioners, organisations and businesses.

After round one, Manatū Taonga will review the settings and may refine the approach for future funding rounds.

More details and guidance will be available when the fund launches later in December.

Te Take | Purpose

To support the cultural sector to develop capability to adapt and respond to the challenges of COVID-19.

Ngā Hua | Outcomes

Cultural sector practitioners, organisations and businesses are better able to:

• plan and safely deliver activities to New Zealand audiences and customers during COVID-19 alert levels
• plan and safely deliver activities to international audiences and customers during border restrictions
• remain financially sustainable in a COVID-19 and post-COVID-19 environment
• adapt and continue practice of ngā toi Māori and tiaki taonga in a COVID-19 and post-COVID-19 environment.

Applications must meet one or more of these outcomes to be considered.

Te Aronga | Scope

Funding will support projects that:

• build skills and knowledge
• provide access to external advice or services
• provide access to tools and resources.

Te Whakaarotautanga | Prioritisation

Higher priority will be given to applications that demonstrate:

• collaboration and/or collective benefit
• benefit to regions and communities outside of the main centres
• benefit to independent artists or practitioners
• benefit to Māori.

Te Māraurautanga | Eligibility

Cultural sector leadership organisations, including:

• guilds, societies, associations and other organisations that collectively represent and support practitioners, businesses and organisations within an industry or artform
• organisations that collectively represent and support Māori arts, culture and heritage practitioners, businesses, groups and organisations; or another cultural/community group within the sector. This includes iwi, hapū and marae organisations.
• organisations that collectively represent and support arts, culture and heritage practitioners, organisations and businesses from a region or locality.

By targeting cultural sector leadership organisations, we aim to leverage existing connections and expertise and encourage collaboration to benefit a wide group of organisations and individuals within the sector.

Ngā Tono | Applications

Cultural sector leadership organisations can apply for:

• seed funding to develop an idea into a proposal for project funding
  Up to $20,000 of seed funding may be awarded.
• project funding for a ready-to-go project
  Up to $750,000 of project funding may be awarded.

Te Arotake me te Whakatau | Evaluation and decision-making

Eligible applications will be evaluated by a panel, which will include members with sector knowledge and expertise. More details, including expected timeframes for decisions, will be confirmed when the fund opens.
